Finance Department Manager

Reporting to:  Vice President of Sharjah Art Foundation

Roles and Responsibilities

•    Oversee and manage all accounting operations and systems, ensuring accuracy and integrity. 
•    Collaborate with unit managers and cross-functional departments to develop strategic plans and the annual budget. 
•    Supervise the preparation of the foundation’s budget, ensuring effective and appropriate allocation of financial resources. 
•    Review and approve expenditure documents and necessary adjustments, while verifying monthly reconciliations of the organization’s accounts against the central finance department within the designated deadlines. 
•    Monitor and classify incoming revenue records according to established standards. 
•    Review all purchase requests from organizational units and ensure budget availability before approval. 
•    Oversee the preparation of final accounts, ensuring timely closure, reconciliation, and preparation of required financial reports and schedules. 
•    Supervise the development and implementation of internal finance methodologies, ensuring they are updated to maintain workflow efficiency and quality. 
•    Review and approve employee contributions to the Sharjah Social Security Fund, ensuring accuracy of monthly settlements. 
•    Supervise and monitor the recording of reconciliation entries between the foundation and the Sharjah Finance Department’s accounts for transferred amounts and payments. 
•    Oversee reports from the Financial Control Department and internal/external audits, ensuring timely and appropriate responses. 
•    Communicate and coordinate with the Sharjah Finance Department to ensure optimal implementation of work procedures. 
•    Conduct comprehensive evaluations of all aspects of financial performance to identify opportunities for revenue growth, while recommending appropriate cost reduction strategies through resources optimization. 
•    Identify and manage potential financial risks and provide practical solutions to maintain robust internal controls and financial procedures. 
•    Stay continuously updated on developments in the field, proposing improvements to processes and enhancing departmental performance. 
•    Provide guidance and support to team members, review progress metrics, and evaluate overall job performance. 
•    Maintain strict confidentiality of sensitive information, in line with the foundation’s information security policies and procedures, to prevent unauthorized disclosure or misuse. 
•    Perform any additional duties as assigned by superiors. 

Required Experience, Qualifications and Skills

•    A minimum of 9 years of professional experience in a related field, including at least 5 years in a leadership or supervisory role within the public or private sector.
•    Bachelor’s degree in finance or a related field.
•    Master’s degree in finance or a related field.
•    Professional accounting certification from a globally recognized body (CA, CMA, CPA).
•    Fluency in both Arabic and English.
•    Completion of national service.
